OTIS ROLLEY, SENIOR MANAGER
Mr. Rolley has more than 12 years of direct experience in executive level management, local government evaluation and reform, housing and community development, land use and community planning, zoning, economic development, and transit-oriented development. He also served as the President and CEO of Central Maryland’s only sole purpose transportation advocacy organization. Mr. Rolley currently leads UPD Consulting’s urban redevelopment and local governmental reform sectors. In his more than 10-year public-sector career in the City of Baltimore, Mr. Rolley developed Baltimore’s first Citywide Comprehensive Master Plan in over 39 years, developed and launched a regional model One-Stop Construction and Development Permitting Center, and co-directed the transition of the 48th mayor of Baltimore and assisted in establishing her initial programs, policies, agenda and cabinet. A proven city reformer, Mr. Rolley has a well-rounded perspective on local government and has excellent relationships with businesses, foundations and community organizations throughout the region.
