Tiera has strong project management skills, and manages a team responsible for implementing the new teacher preparation data model along with accompanying dashboards and a data validation tool for the New Mexico Public Education Department. Tiera has recently managed data diagnostic projects to assess client needs and determine potential technical solutions to meet those needs.

Previously, Tiera led projects to develop Ed-Fi student academic dashboards and early warning system dashboards in several states. In addition to her Ed-Fi work, Tiera’s projects include developing a strategic direction for the Baltimore Community Foundation and developing a three-year Strategic Plan for Jersey City Public Schools which included conducting a district-wide needs assessment. Her other engagements have involved leading school districts and state educational agencies through systems training and implementation as well as RFP development. Tiera has substantial ground level experience working both inside and outside the classroom.

Before joining UPD, Tiera taught 6th grade math as a corps member with Teach for America in Baltimore and worked as a financial analyst with Lockheed Martin.

Tiera graduated from Hampton University summa cum laude with a BS in Business Management and a BA in Spanish.  She also holds a Master’s of Business Administration from Harvard Business School.
